Sure it does—  at least initially, it was about enhancing Google’s position in the value net (keeping upstream and downstream partners weak and splintered).  Hal Varian was all about this and he exerted a lot of influence circa the Eric Schmidt era (not sure if he still does in the Larry Page era).  
It’ll be reductive/naive to boil Android down to only this nowadays but it’s still a very compelling way to look at mobile platforms.
